BERDYANSK COMMERCIAL SEA PORT
Berdyansk is a city in Ukraine's
Zaporozhie Province, a district centre situated on the Azov coast.
Berdyansk originated from a village, Berdy (old Turkish for rich),
founded at the beginning of the 19th century, a wharf for merchant
ships was first constructed there in 1827 Nowadays, it is a multundustrial
centre with well-developed industries such as machine manufacturing,
metalworks, and food processing
The city of Berdyansk has also been popular for its mud-cure therapy,
and mild climate health resorts since the late 19th century The
city's population is about 134,000 people. Port Berdyansk is the
only maritime transport junction in Zaporozhie Province
Port regulations and navigational information
The article is written on the basis of the Mandatory Regulations
issued tor Berdyansk merchant sea port, dated 1,09.1989.
General Information
The
port is open to navigation all year round; north-eastern winds prevail.
Windspeeds of over 15 mps occur an average of 24% of the year. The
annual average temperature is 10.7°C. Fogs happen 30-35 days
a year on average. The port is situated in the north-eastern part
of Berdyansk Bay and consists of the outer roadstead, approach channel,
and Berdyansk Harbour. Berdyansk Harbour where the main quays, No.1-6,
are situated is protected by a breakwater; berths No.7-9 are not
protected.
Berdyansk Harbour comprises two basins: the Western and the Eastern
basins.
The Eastern basin is protected on the west by a dam, and on the
south-west by a breakwater. The way into the harbour is along the
approach channel, which is 20 km long, 90 m wide, 8,55 m deep, with
a draft limit of 7,9 m, and along fairway No. 54.
The entrance to the harbour is between the north-west end of the
breakwater, and a bank less than 5 m deep. The waters of the port
comprise an area of 414,550 sq. m, and are 8,4 m deep. There is
no vessels traffic control or traffic separation tower in the port.
Entering and Leaving Port
When approaching the port either immediately after passing Kerch
Strait or, if the ship is in the Sea of Azov, not later than 1 hour
after departure from an other port. The Shipmaster must communicate
to the Operator on duty or Harbour Master the ETA at Buoy 2 on the
left side of the approach channel to Port Berdyansk.
Traffic in the approach channel is one-way. Vessels departing from
the port have precedence over those entering the approach from the
sea channel.
It is prohibited for a vessel to pass another vessel in the approach
channel. It is prohibited to enter the channel when wind speed is
15 mps or more, as well as when visibility is below 5 cables.
Applications for any kind of port services, except pilotage and
mooring tugs, should be given by shipmasters to the agents. Applications
for fresh water supplies are given on working days 4 hours before
the beginning of a supply operation, and on days off and holidays,
not later than noon of the previous working day. There is no signal
post in the port. Departure clearance is performed aboard a vessel.
Navigational Conditions
The port is accessible for vessels with a draft within 7,9 m., and
maximum length up to 205 m. In special cases vessels up to 220 m.
long can be moored at the berths No. 7 and 8 by Harbour Master's
permission. Vessels over 170 m. long can enter and leave the port,
as well as be remoored inside the port only in the daytime when
wind speed does not exceed 8 mps.
The possibility of maneuvers with wind speed over 8 mps can be determined
by a pilot. The speed of a vessel when going down the approach channel
between Buoys 2-18, on its left side, is determined depending on
weather conditions; as a rule, it cannot exceed 6 knots.
From Buoy 18, on the left side, and in the harbour, a vessel's speed
must be kept at minimum in order to secure its controllability.
Vessels with a gross capacity within 283 cu. m (100 grt) are prohibited
from entering the approach channel. They must go beyond the channel's
border.
Pilotage
Pilotage of cargo vessels is obligatory. Only passenger vessels
doing regular calls at the port can be exempted of pilotage by the
port Harbour Master.
The port's pilotage service provides 24 hour pilotage of vessels
via the approach channel, mooring, mooring off and repositioning
inside the port.
An application for pilotage is submitted together with approach
information. While lying in the port, an application for pilotage
is submitted to an operator on duty not later than 2 hours before
pilotage is needed. The place for embarking and disembarking pilots:
for vessels with a draft 6 m or more is at the beginning of the
approach channel at Light Buoy 2;
for vessels of less than 6 m draft it is near Spar Buoy 16 (46°40'N,
36°39'E).
Disembarkation of pilots in the outer roads may only be carried
out when wind speed is within 15 mps and rough sea within 4 balls.
Tug Assistance
Towage of a self-propelled cargo ship is controlled by the cargo
ship master irrespective of whether it works with its own engine
or not.
Vessels of 4,245 cu. m and more (1,500 grt) must be moored using
at least two port tugs; vessels of less capacity with one tug. The
number of tugs can be changed only by Harbour Master's permission.
An application for towage provision is submitted together with approach
information. While lying in the port, an application for towage
is submitted to a operator on duty not later than 2 hours before.
After winter navigable period has been declared, vessels heading
for the port from the Black Sea or leaving the port must have fuel,
water and food reserves for at least 10 days.
Anchorage
The places of anchorage are:
For vessels of 6 or more m draft: the outer roads on both sides
of the approach channel near Buoy 2 (46°3673"N, 36°36'04"E),
For vessels of less draft:the outer roads on both sides of the approach
channel near Buoy 10 (46°40'0"N, 36°40'11";E),
Anchorage in the Eastern and Western basins is prohibited.
The master of a vessel lying in the outer roads and awaiting handling
can apply for mooring at a berth free of cargo operations, or mooring
second at a berthed vessel.
In this case all expenses related to the vessel's additional transpositions
until its placing for handling are at the vessel's account.
Policy on Staying in Port
When rearranging cargo ships in the port, pilotage is obligatory
Winds from the south-west of speeds over 15 mps in the Western basin's
waters produce rough sea which makes it difficult for vessels to
stand at berths Nos. 7,8,9
If Ro Ro ships get a gale warning concerning strong winds from the
south-west, when being handled at berths No 6, they must stop cargo
operations, close the ramp, and remoor abreast to the berth using
additional slings.
It is prohibited to moor or lie closer than 50 m to vessels being
fumigated (and correspondingly marked).
