DNEPRO-BUGSKY SEA PORT

 

The Dnepro-Bugsky Port is specialized for the reception of imported bauxites. It's capacity is 4700 thousands tons of bauxites and 200 thousands tons of other cargoes.


Port regulations and navigational information


General Information
Dnepro-Bugsky Commercial Sea Port map. Click to enlarge.Position of the port: Latitude - 46°45'N, Longitude - 31°57'E. It is a mouth port on the left bank of Bugsky Liman (estuary) in the vicinity of the Russkaya Kosa, 10 miles southward from Nikolayev Mearchant Sea Port, 32 miles from Black Sea.
The port allows year-round navigable. The port's waters are protected by a dam. The berths are equipped with fender protection. Port waters include the water area enclosed between the berthage, the southern and northern coastal fortification, and the protective dam. It is connected to the Bugsko-Dneprovsko-Limansky Channel (BDLC) via the approach channel which is 3.14 km in length and 80 m in width. The passage draft is 9.8 m. The depth of the port's waters is 11.5 m, and near the berths the maximum possible depth is 11.5 m. The total area of the port's waters is 135 ha.

Entering Port
48 hours prior to arrival, Masters of sea-going transport ships shall inform to the Harbour Master of Dnepro-Bugsky Port, setting forth ETA at the Port Yuzhny.
No later than 48 hours prior to approaching the port, the Port Operator and Agent should be advised of ETA; and the ship's name, overall length, width, draft, and its type and quantity of cargo.

Navigational Conditions
The port regularly accommodates Panamax type ships of 230-250 m in length, with tonnage up to 70,000 tons.
Passage of ships through the BDLK to the port approach channel is possible only during daytime when visibility is no less than 2 miles. In cases of restricted visibility, there is a traffic control station on the Russkaya Kosa which can assist in obtaining pilotage from the outer roads to the port.
Ships can enter and leave port 24 hours a day, but large-tonnage vessel traffic through the port's approach channel is not advised when visibility is less than 2 miles. Ship traffic within port waters is regulated by State Port Control Inspection by VHF radio. Inside port waters, the speed of large-tonnage sea-going vessels in load should not exceed 3 knots, and when in ballast, 6 knots. Small-tonnage ships can move through the approach channel at speeds of up to 9 knots.
Ships leaving Port Dnepro-Bugsky shall give way to ships proceeding along bend No.9 of BDLC, and to ships in the manoeuvrable zone or approaching such zones from bend No.8 and No. 10 of BDLC. Overtaking ships in the port's approach channel is forbidden.

Pilotage
Pilotage is compulsory for ships bound for Dnepro-Bugsky Port. Ships must pick up the liner pilot at the mooring buoy of Yuzhny Port. Besides the liner pilot, each ship shall pick up a port pilot either at buoy No.73 on bend No.8 of BDLC or at buoy No.93 on bend No. 10. Exception is only made for ships whose Masters have received permission from State Port Control Inspection to sail in the port's waters. The liner pilot must be ordered 8 hours prior to a ship's departure, followed up with further verification of exact time 2 hours prior to departure; the order is addressed to the Harbour Master in writing. In stormy weather and heavy ice navigation conditions, the place for pilot embarkation/disembarkation can be chosen by Shipmaster's agreement with the pilot and the Harbour Master.

Tug Assistance
Pilotage through the port approach channel of sea ships of 187 m in length or more must be performed with tug assistance; the required number of tugs is fixed by the manager on duty of SPCI. In the port, mooring operations are also to be carried out with the help of port tugs. Requests for port tugs are given to the Operator 2 hours prior to the commencement of mooring operations. During the ice period it is given to State Port Control Inspection. Mooring operations are forbidden for ships in load when wind speed is 15 m/s or more. When ships are in ballast, mooring operations are impossible under wind speed of 12 m/s or more. Setting up a tug convoy for two small-tonnage, nonself-propelled ships may be carried out only southward of BDLC bend No. 9, and northward of the parallel 46°45'. When organizing a convoy, it is prohibited to block up the BDLC or port approach channel. Within port waters, only one ship (barge) may be towed, and tug capacity should ensure a running speed of no less than 4 knots, provided that the steering is safe. From the moment ice navigation's announced, all manouevres and berthing operations of cargo vessels in the port must be carried out with a pilot on board.

Policy on Staying in Port
For ships whose length exceeds 215m, anchorage in the outer or inner roads, pilotage through port's approach channel, and ship's berthing are all carried out in compliance with Working Rules Applied to Over-Sized Units (OSU), and under the control of the Harbour Master or the official deputizing him. While pending berth, ships of river-sea and river type are anchored southward of the site of bend No.9, or northward of parallel 46°45'. In stormy weather the laying-up berth for small-tonnage ships and floating structures is determined by State Port Control Inspection. The representative of the cargo area and one from State Port Control should attend mooring and remooring operations. On the site, they will mark the span within which ships should moor at the berth
