NIKOLAEV RIVER PORT
Port regulations and navigational information
This article is written on the
basis of the Mandatory Regulations isuued for Nikolaev River Port
dated 1.08.1996
General Information
The
port's cargo handling area is situated at latitude 46°56'18"
N, longitude 31°57'24"E. This area is situated in Nikolayev
on the left bank of a curve in the river Yuzhny Bug, 40 km upstream
from where the river falls into the Dneprovsky estuary. The port
connects to the Black Sea via the Bugsko-Dneprovsko-Limansky Channel.
The distance from the channel's entrance to the port is 47 miles.
The port waters are linked to the transit route for ships by an
approach channel 70 m wide, 800 m long and 5,8 m deep. Visibility
in the approach channel and port waters is 5-10 miles, and more.
The port waters are protected from winds by a high shoreline to
the east, and by a dam to the west. The port is navigable all
year round. Its waters are fresh. The port's river passenger terminal
is situated within city limits, 8 km upstream from its cargo area,
on the left bank of the Yuzhny Bug River. The passenger terminal's
position is latitude 46°58'36" N, longitude 31°57'54"E.
Navigational Conditions
Entry and departure of vessels to/from the port is carried out
round-the-clock subject to acceptable navigational and hydrometeorological
conditions. Transit ships and local vessels must inform a PCI
Inspector and Port Operator on duty of their intention to enter
or depart from port well in advance, and obtain permission to
pass through the approach channel. Only one-way passage is permitted
in the cargo area approach channel. Preference is given to vessels
of 3.5 m draught or more, and when this paramenter is equal to
vessels leaving the port.
In the passenger area, preference is given to transit passenger
ships, and amongst them,to those leaving the port. Movement of
vessel can be carried out only by permission of a PCI Inspector
and a Port Operator on duty. The port admits cargo ships of max.
4.5 m draught, and max. 140 m length. Similarly, in the passenger
area, ships can have max. 2.9 m draught, and be max. 130 m long.
Vessels bound for Nikolayev River Port, after having passed from
Nikolayev Sea Port waters, and when navigating from the sea or
passing the Spassky channel's second bend, moving downstream,
must ask a PCI Inspector and a Port Operator on duty for the permission
to either enter the port or lay at anchorage in its roads. Ships'
inward formalities must be conducted at PCI's Offices not later
than 6 hrs after arrival. When the stay is short-term, both inward
and outward formalities can be conducted, contiguously. Transit
ships' departure is formalized onboard a vessel by PCI. Vessels'
speed in port waters must not exceed 6 knots. Movement of vessels
in port waters is prohibited when visibility is less than 500
m and/or windspeed exceeds 13 mps. Mooring operations are usually
performed without tug assistance but this can be rendered if requested.
Shipmasters should submit application for tug assistance to an
Operator on duty via UHF radio min. 2 hours in advance. Mooring
operations are not performed when windspeed exceeds 13 mps.
Pilotage
Pilotage in port waters and for mooring operations is obligatory.
Shipmasters must apply to the Port Operator or their agents for
a pilot 12 hours in advance and reconfirm it 2 hours before, via
UHF radio to Port Control Inspection and the area operator.
Anchorage
There are two roadsteads in the cargo area waters. The western
road is situated behind the left curve of the port's approach
channel. It provides anchorage for:
2 vessels of max. 2.2 m draught and 90 m length in its northern
part; and for 2 vessels of max. 2.9 m draught and 110m length
in its southern part.
Anchorage No. 365, behind the left curve of the second bend of
Spassky channel, is designed for
vessels of up to 5 m draught.
Roadstead Korenikhi lies to the west off the light buoy Korenikhskiy
meridian (project).
The passenger area roadstead is situated behind the left curve
of the fourth bend of Spassky
channel. It can admit 2 vessels of max. 2.9 m draught and 110
m length.
Oil carriers can anchor in port roads when this is agreed with
the Port Control Inspection,
Guard Service and an Operator.
Policy on Staying in Port
Lying abreast in port is permitted for not more than two vessels
of the same type, except bulk liquid carriers.
The distance, end-to-end, between transit vessels lying at the
berth must be not less than 10 m;
similarly, for local vessels: not less than 5 m. After ice conditions
are declared, ships' traffic are subject to the Harbour Master's
permission, and mooring operations to tug assistance; moving vessels
not classified for ice conditions is prohibited.
For vessels in transit through port waters shipmasters must apply
to the Harbour Master as follows; those coming from the sea -
24 hours before reaching port waters - by radio; those lying in
the port - 6 hours before departure - by written application.
